eC2: Process evaluation of Early Child Development accompanying measures to the Safety Nets Program in Niger

Objective: The Government of Niger, with support from the World Bank, is currently implementing a Safety Nets Program that provides cash transfers and promotes behavioral change measures conducive to early child development and nutrition.
A process evaluation will assess the fidelity including quality of implementation of the behavioral change component in the second phase of the program. The evaluation will also seek a better understanding of linkages with health, education and civil registration services that work on early child development and how these can be strengthened. The mixed methods approach of the evaluation will entail observations of program activities, as well as focus group discussions and interviews with program actors and beneficiaries. The process evaluation is tentatively planned to be implemented in January/February 2018, with preparatory activities started in 2017.

eC2: Zambia – Off-grid site identification and prioritization

Objective: The proposed activity seeks to first develop new datasets that will enable the identification and prioritization of potential off-grid sites, and faster and more accurate market analysis for public and private stakeholders operating in Zambia. Datasets should include, for example, household locations and indicators on ability to pay, population density and proximity to the national grid, potential for productive uses of electricity and up-to-date data on national electricity grid transmission and distribution line locations. It is expected that these datasets then be used to narrow down geographic areas and priority villages that could be interesting markets for off-grid energy services.

eC2: Marketing and Communication Firm – Lighting Myanmar Consumer Education Campaign

Objective: To this end, IFC will recruit a marketing/communications firm to design and implement a campaign to educate consumers about the opportunities that quality-verified off-grid solar products present, and assist them in making informed purchasing decisions. The main objective of the campaign is to increase sales of high-quality solar products, to support creation of a sustainable commercial market for these products in Myanmar. The campaign should reach rural consumers primarily, as well as urban consumers at the township level and other stakeholders such as urban-migrated family members of villagers, through a broad range of marketing and public awareness activities tailored to address the specific needs of low income households. The campaign will include multiple delivery channels, drawing on the experience from other Lighting programs and adapting them to the Myanmar market.

Dar es Salaam Flood Risk Evaluation and Scenarios Dashboard

Objective:  Design and implement a probabilistic flood loss evaluation for the city of Dar es Salaam and Flood Hazard and Risk Scenarios Dashboard for use by basin and municipal authorities as well as local universities. The risk model is expected to evaluate hazard, vulnerability and losses to flooding including storm surges at river basins and possibly ward administrative boundaries for the entire metropolitan area. This is expected to cover 400km2 with more details areas of interest to be defined in the terms of reference. The scenarios dashboard is intended as a decision making and planning tool for local authorities and universities to visualize and query the hazard and risk information and generate selected flood risk scenarios include reference climate scenarios. Design and development is expected to follow an iterative process with government stakeholders and academia and include a strong focus on training and knowledge transfer. Outputs will include detailed loss evaluations reports for the municipal authorities as well as the training in and handover of a locally appropriate Scenarios Visualization Dashboard.
