Objective:  In January 2018 IFC has launched Ukraine Dairy Supply Chain Project. The Projects goal is to create the required know-how and partnerships among dairy industry stakeholders in Ukraine with the aim to increase the cost-efficient output of high quality milk and to support the modernization of the milk processing industry and, as a result, to contribute to improving the competitiveness of the industry on global export markets. The Project is planned to be implemented in two phases: the Pilot Phase (2018- 2019) and the Roll-out Phase, 2020-2022. The main goal of the Project activities in 2018 is to validate the project concept. IFC is hiring a Consultant (a firm), which will support the Project team on the design, testing and implementation of the dairy farm reference models for large-scale and medium-scale dairy farms in Ukraine.

eC2: Mainstreaming Disaster Risk Management to Sustain Local Infrastructure- A Case Study on Resilient Roads Planning.

Objective:  The objective of this technical assistance (TA) is to increase the capacity and knowledge of selected LGU/s in dealing with climate/disaster risks faced by local transport infrastructure and pilot an institutionalized coordination process with the national agencies to better inform local roads planning, using a learning-by-doing approach. The activity will revolve around three important areas: (a) high-resolution risk mapping based on existing hazard information; (b) a prioritization of corrective investments, including primarily those for roads improvement and flood management, based on life cycle approach; and (c) planning, design standards and asset management frameworks especially for local roads are reevaluated in light of future climate and natural hazard risks. The firm has to demonstrate experience working on previous assignments in the Philippines. Because of the capacity building component and learning by doing approach, international firms are encouraged to tap a local entity for this purpose such as a local firm, university, research/think tank group, NGO, or individual. Objective: The World Bank is seeking consultancy services to support development of a national roadmap for water supply sector development towards achievement of Sustainable Development Goals in Indonesia. The roadmap will need to layout the set of priority of actions that need to be implemented in the short term (5 years horizon, mid- and longer term, for the following key aspects: (i) regulations/policy development, (ii) investment/financial framework, (iii) institutional development, and (iv) water security that includes climate change and resilience perspective. The short-term priority actions will feed into preparation of the next National Mid-Term Development Plan (RPJMN) 2020-2025.

eC2: ANALYSIS OF CARBON TAX OPTIONS AND CARBON TAX INTERACTION

Among carbon pricing policy considerations for Ukraine is the application of a carbon tax to complement the ETS, either through the development of a new taxation system or by improving the existing one with or without changing its current sectoral coverage. In order to assess the impact of carbon tax as a pricing mechanism on the Ukrainian economy, a macroeconomic model will be developed. The study should take into consideration the interaction between carbon taxation and ETS and be coordinated with ongoing technical work in Ukraine with respect to developing an installation-level GHG emissions monitoring, reporting and verification (MRV) system (also supported by the PMR project).

eC2: SCOPING STUDY ASSESSING THE ENERGY ACCESS SPACE IN AFGHANISTAN AND DEVELOPING A PROGRAM

Objective: The objective of this study is to evaluate the potential to develop an energy access program exploiting renewable sources, focused on two market sectors: i) solar lighting devices (solar lanterns and solar home systems, SHS) and ii) solar water heaters (SWH) based on sound market intelligence. It includes development of an initial concept for a SHS program with the purpose of developing a functioning market for supply, after-sales service and financing of such systems for the electrification of off-grid areas in Afghanistan. It is expected that the consultant will assess the current market conditions from the supply side (i.e. solar equipment and micro-finance providers) and the demand side, i.e. consumers. On the supply side, information should be gathered through stakeholder interviews and field visits whereas for the consumer side, a detailed market intelligence survey is expected to be conducted (household level, suggested 1,600 interviews). Based on the data collected, the consultant is expected to develop an initial concept for a SHS program.

eC2:Guinea-Bissau : Feasibility study for the development of utility-scale solar PV with storage

Objective:  The objective of this assignment is to carry out a feasibility study for the development of up to three utility-scale solar PV plants with battery storage, combined or separate, with a total installed capacity of 20-30 MWp to provide additional lower-cost generation and improve grid stability. The feasibility study is the centerpiece of Phase I of a potential two-phased assignment composed of: Phase I – Feasibility study, and Phase II Project design and tendering. The consultant will provide the optimal portfolio of solar PV plants taking into account technical, solar resource, environmental and land constraints.
