The objective of this study is to assess specific issues in Danube Basin region regarding: (i) implementation, (ii) outcomes; and (iii) sustainability (mostly from the point of view of affordability) of the UWWTD in the Danube Region. While the study will primarily base its assessment in the experience of current EU members countries within the Danube River Basin in the directive implementation, the work is expected to also benefit EU candidates and potential candidate countries from the region (meaning almost all other countries of the region). In this first stage, the study will not seek to answer all of those questions conclusively, but rather to provide sufficient elements needed to initiate an in depth discussion on achievement and appropriateness of UWWT directive implementation in DRB. In parallel, the study will also seek to document specific good practices that might show how to improve implementation efficiency

The team is seeking to partner with a consulting firm to assess the potential of using agricultural biomass to generate power and heat in agricultural production clusters in up to three selected countries in SSA. The Assessment will seek to: i) identify key industry players and clusters within priority countries, their energy consumption, produce output and the size of the energy demand gap; ii) the types, quantities, uses and calorific value of available (and forecasted) biomass, and; iii) the technologies that can be used to convert biomass into energy and the feasibility thereof, as well as the costs associated with these technologies.

More especially, the study is expected to help: (i) update the business model and review proposed PPP options for sludge collection and treatment; (ii) strengthen the capacity of the city of Niamey as granting authority and as regulator for sludge management; (iii) strengthen the capacity of the local private sector to participate in the sludge management business and to provide services according to the improved regulatory and management framework; and (iv) public relations and communications program to consumers and stakeholders to support the strategy.
The consultant will work in close collaboration with all actors involved in the fecal sludge management for the city of Niamey. The consultant will be available to the multi-sectoral steering committee organized for the purpose of this activity to advice the group.

eC2: Monitoring, Evaluation, and Implementation Support of Education Programs

This would build upon the work done to date to prepare an appropriate tender documentincluding performance assessment measuresand then to provide support through the tender stage. During the tender execution, the consultant will answer any technical questions that may arise during the tendering. The tendering itself would be done by the bank/client. As part of this process, the consultant will provide capacity building to the participating countries so that they are in a position to manage and effectively support implementation.
