eC2: Invest Ghana program – Agribusiness opportunities in Ghana

In Ghana, the International Finance Corporation (IFC), member of the World Bank Group, recently begun an Invest Ghana: Agribusiness Competitiveness advisory project, with an objective to create new markets for private investment in the agribusiness sector in Ghana. The project is under the umbrella of the Invest West Africa program, a regional initiative financed by USAID, and implemented by IFC. The project aims to mobilize new private investment in the agribusiness sector, and stimulate targeted regulatory reforms linked to private sector participation. In this context, IFC is seeking to recruit a consulting firm to assist the project team to identify the most promising competitive agribusiness opportunities in Ghana, selected based on a robust assessment of market opportunities and competitive advantages across key value chains. An important aspect of the assignment will be to match the opportunities identified with clearly defined, viable and applicable business models (or business strategies) in the Ghanaian context.

eC2: National Inventory, Metrics, and Hotspots Assessment of Marine Plastics Debris in Key Indonesian Cities

The primary objective of this Consultancy is to strengthen the metrics, monitoring, and knowledge base of marine debris in key Indonesian cities, using robust field sampling and mathematical modelling. The assignment will document the distribution of plastic in the ocean, on the coast and in the nearshore environment generated by key cities around Indonesia that have been identified as having significant waste mismanagement or losses into the marine environment, and building up from a recent rapid hotspot assessment. Embedded in this assignment are specific tasks to customize global methods, sampling protocols and metrics to the Indonesian context. The tasks will also help develop a national inventory and monitoring database. Finally, with more robust, comparable baseline of information, this assignment will help evaluate policy options for solutions at the local, and national scales.

Assignment Description: The WB research team is seeking to contract a survey firm that will carry out an initial data collection exercise that will form part of the impact evaluation. This initial data collection will comprise a listing of all households in a selected subset of kebeles this will serve as a sampling frame for future data collection activities in the study. The listing will collect basic information on household characteristics and will include approximately 12,000 households. Each household interview is expected to last 30-45 minutes.

eC2: INDONESIA Health Security Financing Assessment

Indonesia has made substantial progress on implementing the International Health Regulation (IHR) 2005 and just conducted a Joint External Evaluation (JEE) which identified priority gaps to improve its IHR core capacities. Recognizing the need for sustainable financing for health security, Indonesia is committing to taking part on a health security financing assessment. The World Bank is providing technical assistance to the Government of Indonesia to implement the health financing security assessment tool (HSFAT) that has been developed for countries conduct the assessment. The assignment is focusing on the following (i) quantitative analysis of the Financing for Health Security Components, especially at the sub national level (Province and District level); (ii) qualitative information on planning and budgeting processes, organization arrangement, and (iii) case study on recent outbreak in Indonesia. Data collection will be done in selected provinces (probably 2) and one district from each selected province.
For this assignment, the firm will be working in close coordination with the World Bank team currently working on the Central level health security financing.
The firm will work with the Technical Task Force (TTF) to involve other relevant agencies in both the public, private sectors and community based organization that need to be included in the assessment.

Assignment Description: The overall purpose of this initiative is to provide the Government and people of Dar es Salaam (and possibly Zanzibar City) with the evidence-based data, information and analysis tools to help significantly reduce the negative impacts of flooding within the city. This will be achieved through the development of a robust and science-based understanding of flood risk, and by providing a platform of evaluation and communication tools that supports incorporation of risk information into all levels of decision making. This platform will comprise a dashboard system that provides both customized and flexible access to data and tools for a range of use cases. It will support a systematic and more strategic approach to flood risk reduction, contributing to a more appropriate and sustainable response at a range of institutional and government levels, leading to more justifiable public and private investment. An outline of the scope of work is attached. A more detailed Terms of reference will follow in the request for proposals.
