eC2: Mozambique Primary Health Care Strengthening Program – Procurement Audit of the Health Sector

The World Bank seeks a firm to carry out an audit of the procurement and contract management on a sample basis. The audit will assess the procurement processes in the Ministry of Health of Mozambique and the Central Warehouse of Medicine and Health Supplies (CMAM) in order to determine whether economy efficiency and value for money are being achieved. The audit shall also recommend any measures to improve the effectiveness of procurement and contract management. The audit will cover the years 2016, 2017, and 2018.

I am incredibly proud to represent the Netherlands and 12 other countries at this important global institution. I cannot think of a mission more important than ending extreme poverty, boosting shared prosperity and achieving the sustainable development goals. I have seen the World Bank achieve results all over the world, most recently when I worked in Mali.

Description

The 2016 Procurement Framework has enhanced the mechanism for handling of procurement-related complaints. The enhancements are aimed at providing fair, timely and meaningful relief to complainants while avoiding undue delays and disruptions to project implementation.

New seminar on Standard Procurement Documents (SPDs)

As part of the implementation of the World Bank’s new Procurement Framework, the i-love-procurement2Bank is hosting a series of seminars for the private sector. These focus on the practical implementation of the Procurement Regulations for IPF Borrowers, the new procurement documents, and enhanced procurement processes. eC2:Tanzania-Procurement Value Chain Analysis

The study will be carried out through a combination of face to face interviews, review of rw_gender_ag_blogreports and literature and survey of selected procuring entities. The scope of work will include:
a) Obtain and review available reports and Procurement Guidelines and Regulations that will include Bank Guidelines, Bank PROCYS reports, Government Procurement Regulations, Independent Procurement reviews, procurement audits by government agencies etc;
b) Conduct interviews with Bank staff, selected government agencies staff, consultants , suppliers and contractors to identify processes that are vulnerable to bottlenecks and/or redundant;
c) Explore the value added to efficiency, transparency and economy resultant from adherence to best practices/government/Bank procedures;
