The external firm is to conduct the following:

Step 1: Brief desk review of existing project documents and external documents that are identified as relevant. The end result of this will lead to the inception report which provides a detailed plan for completion of the assignment

Step 2: Hiring and training of enumerators with IFC Staff and DSCL Staff invited to attend (attendance will be at the discretion of IFC and DSCL)

Step 3: Finalization of questionnaire: review and translation as well as pilot testing of questionnaire which can be done as part of enumerator training

Step 4: Data collection in the field which will include capturing of GPS data points through tablet (CAPI) technology (GPS data points need to be taken at the respondents home or farm.)

Step 5: Code and clean data set prior to transmission to IFC

Step 6: Allow time (7 business days) for IFC to conduct quantitative analysis.

Step 7: Synthesize the analysis completed by IFC into a report for the client

The IFC project aims to support the development of an e-waste management solution for the electronics industry to address the challenge of responsible collection and recycling of electronic waste in India at scale and in a cost-effective manner. The goal of the IFC project is to work with private sector entities such as Producer Responsibility Organizations (PROs) and Industry Associations and waste management companies to establish a long-term solution to the e-waste challenges in India that the electronics sector as well as consumers face. The fundamental objectives of the Project are to (i) establish an Industry-led Solution for electronic producers to responsibly manage, collect and ensure responsible recycling of obsolete or discarded electronic products (e-Waste), (ii) Raise awareness among the public and other key stakeholders on the need of responsibly collect and recycle e-waste, and (iii) develop a locally relevant system for responsible e-waste management in India and a toolkit for dissemination of learnings from the Project.

The chosen consultant (or consortium of consultants) must have suitable experience with the technology (e.g. storage technology, global industry standards), markets (industry leading technology suppliers, market trends) and tendering processes (e.g. development of bid documents, management of competitive tenders, and understanding of bankability requirements). They should also have a demonstrated ability to communicate clearly to non-technical audience. People with prior experience of working in reputed national and/or international energy storage companies, especially on implementation of grid-connected energy storage solutions, would be given preference. World Bank-ESMAP would like to hire the services of a reputed firm which has extensive experience in household surveys. This firm will conduct the baseline surveys (household, community and community facilities) on energy access in the four states. In addition, enterprise survey will be conducted in two of these states- Uttar Pradesh and Jharkhand, and a mini-grid operator survey in Uttar Pradesh. The surveys will be representative state-wide for these states and will be administered in both urban and rural localities. The scope of work could change later, if needed, to include additional states.

eC2: Senior Water & Sanitation Specialist

The India Senior Water and Sanitation Consultant will work closely with the EWS team to identify opportunities for water related interventions that could be implemented by the private sector. The initial focus will be on Indian cities targeted for sustainable urban development under a parallel Eco-Cities program; these are Bengaluru, Bhubaneswar, Chennai, and Mumbai. However, the STCs scope of work will not be limited to these cities but also include others where viable water management opportunities can be identified. The consultant will report to the EWS Global Water Lead (based in Dhaka) but also work closely with the EWS Regional Lead for South Asia, the Eco-Cities Program Manager, and the New Delhi based Public Private Partnership (PPP) Team to identify potential opportunities in the Indian water sector.

Building institutional capacity for rural sanitation: India’s Uttar Pradesh State

Uttar Pradesh (UP), India’s most populous state with about 200 million people, has up2historically not performed well on sanitation. According to census figures from 2001 and 2011, the proportion of rural UP dwellers with a toilet increased slightly during the first decade of this century. However, the population grew as well, meaning that, overall, 13 million more people were defecating in the open in 2011.

Factors which have held back UP’s progress on sanitation include poverty, absence of a robust sanitation strategy, and lack of focus and determination from decision-makers.
