Objective: IFC would like to conduct a private sector gender analysis in three countries – Democratic Republic of Congo, Cote DIvoire and Mozambique. This work will interrogate the role of the private sector in enabling equal opportunities for women to participate in economic development and the gaps thereof. In doing so, it shall consider various gender dimensions in relation to the private sector. These diagnostics will feed into the design of a private sector focused multi-year, multi-sectoral gender program to be led by IFC.

eC2: Analytical study for implementing Land Value Capture (LVC) instruments in Colombia

Objective:  1.Identify the technical legal and finance aspects for the implementation of LVC instruments including: i) relation of the instrument with the type municipality ii) regulatory framework of the municipality for its implementation (urban, tributary, and fiscal), iii) technical and institutional capacity of the municipalities to implement them, iv) destination (type of projects) of the instrument, v) effectiveness in the implementation and collection, and vi) lessons learned and recommendations. 2.Define recommendations to strengthen the capacity of national (Min. of Finance, National Planning Department, DNP, and Min.of Housing) and local governments to implement LVC instruments 3.Define recommendations for the selection and implementation of LVC instruments taking into account: i)national and sub-national legal framework, ii) typology of projects,iii) institutional framework, iv) fiscal and financial situation, v) type of projects, advantages/ disadvantage in its application.

eC2: Upscaling Nature-Based Flood Protection in Mozambique’s coastal cities

Objective: 

The consultancy is expected to contribute to the upscaling of nature-based approaches for urban flood risk management in Mozambique. Specific objectives are to: (1) identify lessons learnt from a green infrastructure pilot project in Beira, as well as legal, regulatory, and institutional constraints and opportunities for mainstreaming nature-based solutions for urban risk management in Mozambique; and (2) identify various options for nature-based and hybrid solutions to manage urban flood risks in two Mozambican cities and assess their effectiveness, costs, and benefits. The two pilot cities that were selected for consideration are Quelimane in Zambezia Province and Nacala in Nampula Province.

Objective: The objective of Component 2 on Disaster Risk Identification and Monitoring within the Programmatic Approach is to support the Government of Serbia, in particular the Serbian water sector institutions under the Ministry of Agriculture, in generating actionable flood risk information and to strengthen (flood) risk assessment methodologies. Serbia completed a preliminary flood risk assessment in 2011 and defined 99 flood prone areas throughout the country. Following this, 25 out of those 99 flood prone areas were mapped during the Study of Flood Prone Areas in Serbia (SoFPAS) project finalized in 2012.

The purpose of this consultancy is: a) To develop a compilation tool of PKH beneficiary maternal and child nutrition status information to be supplied to local governments for monitoring and planning purpose, particularly related to health service capacity building and community level water and sanitation development, early childhood education; and b) to develop policy options on the complementarity of incentive mechanisms and facilitation structures across different social and development programs to improve multisector convergence at local level and develop a strategy to enhance synergy and complementarities. Objective: IFC PPP Transaction Advisory is in the process of being retained by a Government in Southeastern Europe to act as lead advisor on attracting private investment through a Public-Private Partnership for development of an airport or multiple airports. The Government is considering granting a long-term concession for expansion, operation and maintenance of the airport(s) to (i) benefit from expertise of an experienced operator to improve the quality of the service at the airport(s); (ii) access private financing for the airport(s) expansion. IFC’s primary role will be to support the Government in defining an appropriate scope of the PPP transaction and investment plan, exploring PPP options, structuring a PPP contract and conducting a transparent bidding procedure to attract a private investor to finance, design, expand, operate and maintain the airport(s) (the Project).
