The objective of this assignment is to help pave the way – and to contribute to preparing an enabling environment on the ground – for the PRESEMEH through a report that will provide a technical foundation to contribute to enhancing the awareness and understanding on energy consumption and energy efficiency in schools of relevant officials and staff from the public education sector, as well as other relevant stakeholders. The assignment will also be expected to inform other capacity building activities carried out by SENER under the PRESEMEH, and generally provide greater/deeper insights on the energy consumption and energy efficiency potential opportunities in public schools. The assignment will complement the more macro/aggregated picture available on energy in schools by focusing on a specific large public secondary school to generate concrete data and examples to help train education and school staff.

The World Bank seeks to contract a consultancy firm to develop a training manual for the Government Performance Management System in Bangladesh. The training manual will be in Bangla and English. Also an e-learning platform will be developed to complement the training manual. It is desired that the interested firms have experience of working with the Government Performance Management System and development of the training systems to be used both for face to face training as well as self-administered online/ virtual training. The assignment requires for interested firms to have team members with experience in the development of training materials for the government and e-learning modules. A strong network in Bangladesh, and partnership with public sector institutions in developing the training systems would be advantageous for the qualified firms. The firms should have the capacity to identify national experts with profound understanding of the Government Performance Management System as well as the public administration system in Bangladesh.

In addition to the toolkit the toolkit will be developed into an interactive and modular web-based tool that policymakers and development partners can use as a self-guided tutorial.

The World Banks Forest and Landscapes Team within the Climate Funds unit (GCCFM) sits in the Climate Change Cross Cutting Solutions Area (CCSA); it manages carbon funds and facilities, worth over $1.3 billion. There are two main carbon funds/facilities in the land sector that seek to pilot climate result based finance at large scale level: BioCF Initiative of Sustainable Forest Landscapes (ISFL) and the FCPF Carbon Fund.
It is expected that a total of 23 Emission Reduction Programs will be included in the portfolio of both funds.First monitoring is expected to occur from 2019 onwards but before the funds can make payments, reported results need to be verified. However, more is needed to define the terms of the modalities and procedures for verification under both funds. This definition is critical for ensuring the quality and environmental integrity of ERs generated. The WB is seeking a firm to support in the definition of a verification standard.
