Albania is in the process of establishing a Power Exchange. This is an important step for the future operation of the power sector in Albania and in line with the international obligations of the country vis-à-vis the Energy Community, and the recent MoU signed as part of the WB6 process. Creating a Day-Ahead Market is the natural starting point for liberalizing the power sector as this will allow for the regional integration with neighboring countries through market coupling. An organized day-ahead market remains however incomplete, without also the co-existence of a Balancing Market.
This project consists of all the technical, regulatory and legal support to develop, establish and operationalize a working Balancing Market for Albania. This is a very concise assignment taking into account the target dates: by 1 October 2017 to have the starting of the Dry-run phase and by 1 January 2018 the go live and initiation of commercial operation of the Balancing Market.

The objective of the assignment is to support the government in establishing a foundation for mainstreaming climate resilience considerations in the road transport sector management in the Republic of Serbia by developing an effective methodology for assessing vulnerability of the road transport network to the climate related risks, providing set of recommendations for improvements of the current practices and capacities of key stakeholders, piloting of the proposal, and setting the path for development of structured and systematic response plans. The assignment should provide a foundation for sustainable technical, legislative, institutional, and managerial framework for climate resilience monitoring and planning of the road transport network. The proposed vulnerability assessment methodology and recommendations for improvement of the road asset management will be piloted and tested on 250km of roads in Valjevo region, but it is expected to be applicable to the entire country.

The project seeks to facilitate the gradual retrofitting/replacement of existing diesel generators for water pumping with solar power. The financing mechanism will consist of a blended financing approach where 50% of the investment in PVP by Community Owned Water Supply Organizations (COWSOs) will be covered by a grant and the remaining 50% covered through a loan from TIB Development Bank. COWSOs will repay the loan through monthly installments via a mobile money payment modality. COWSOs are generally unfamiliar with PVP technology and are not accustomed to receiving and servicing loans. For the Project to succeed, careful COWSO sensitization, training and follow-up is required.
