eC2: Firm to support the evaluation and identification of pipeline of cities for structuring PPPs for public street lighting in Brazil

Objective: The World Bank is seeking a consultant/firm to conduct pre-feasibility studies for an initial pipeline of cities that may be interested in developing PPPs. The goal of this work will be to identify approximately 10 cities that are ready to move the phase of a full feasibility study and structuring of a PPP with WBG and CEF support. The consultant will be asked to avail of the research and tools already conducted by the World Bank in this sector, including inter alia the pre-feasibility studies from Rio de Janeiro and Belo Horizonte, the Lighting Brazilian Cities report, and the CityLED Tool. The consultant will also be asked to make use of public information about the cities to be studied.

eC2: PKH MATERNAL AND CHILD NUTRITION STATUS MONITORING INFORMATION SYSTEM TOOLS

The purpose of this consultancy is: a) To develop a compilation tool of PKH beneficiary maternal and child nutrition status information to be supplied to local governments for monitoring and planning purpose, particularly related to health service capacity building and community level water and sanitation development, early childhood education; and b) to develop policy options on the complementarity of incentive mechanisms and facilitation structures across different social and development programs to improve multisector convergence at local level and develop a strategy to enhance synergy and complementarities. The consultancy firm will develop the strategic system to use such tools to improve the capacity of program actors. The development process should be in line with PKH indicators especially on addressing the maternal and child health in relation with the first thousand days movement initiative and that the strategy will focus on management data information system with main target audience being District Health Office, Puskesmas staff, Subdistrict and Village Head, PKH facilitators, village health kader (kader posyandu)

eC2: Rural Electrification Strategy for Togo

IFC is seeking support on the development of a high-level rural electrification strategy to be delivered to the Government of Togo. The objective of this engagement will be to outline a clear vision and compelling strategy for achieving universal electrification in Togo, with a focus on off-grid systems. In this context, three specific analyses will be undertaken, namely: (i) identification of the high-level market potential for mini-grid and off-grid systems; (ii) articulation of potential business models that would be applicable in the context of Togo, covering private sector-led approaches, public-private partnership approaches, and public sector-led approaches; and (iii) indication of associated financing requirements, both concessional and commercial. This work will largely rely on existing data, specifically the parts of the country that have already been identified as likely to rely on off-grid systems for electrification at the short to medium terms.

The engagement would need to be completed by January 31 2018, and will require fluency in both English and French. Continue reading

eC2: Technical Consultant Southeastern Europe Airport PPP

Objective: IFC PPP Transaction Advisory is in the process of being retained by a Government in Southeastern Europe to act as lead advisor on attracting private investment through a Public-Private Partnership for development of an airport or multiple airports. The Government is considering granting a long-term concession for expansion, operation and maintenance of the airport(s) to (i) benefit from expertise of an experienced operator to improve the quality of the service at the airport(s); (ii) access private financing for the airport(s) expansion. IFC’s primary role will be to support the Government in defining an appropriate scope of the PPP transaction and investment plan, exploring PPP options, structuring a PPP contract and conducting a transparent bidding procedure to attract a private investor to finance, design, expand, operate and maintain the airport(s) (the Project).

The Neighborhood Battery System: Conserving Energy and Reducing Emissions in the Netherlands

EnergyElectric cars are so popular in the Netherlands that it would not be uncommon, say, for a
Tesla to roll up as a taxi outside Amsterdam’s Schiphol Airport. Though charging stations are not yet ubiquitous, it is not difficult to find them in Dutch communities, parking lots, and along the streets.

To reduce carbon emissions, national and local governments are taking various approaches—and, thus, electric cars, solar home systems, and energy-efficient solutions for buildings are booming in Europe. Cities like Amsterdam are front and center of this transformation. For instance, Netherlands has an ambitious goal of reducing CO2 emissions by 80–95 percent by 2050 compared with 1990, making it an ideal venue for a Smart Cities Tour earlier this year, where  a group of 26 representatives, including national and municipal officials and World Bank project teams, to learn from the Netherlands’ successful experience in energy sector transformation.
