eC2: Myanmar – National Multi-Tier framework Energy Access Household Energy Survey

A reputed firm with extensive experience in household surveys and, preferably, expertise on energy sector including on-grid and off-grid solutions including mini-grid is sought to conduct the household, community/facility, and mini-grid operator survey to establish the baseline on energy access in the Myanmar using the multi-tier framework approach to track progress towards SDG7 and SE4ALL goal. The survey will be nationally representative and administered to both urban and rural localities. The firm will work with the World Bank-ESMAP to pre-test, finalize and implement the survey. Data collection should be carefully monitored to ensure high quality information. After completing the fieldwork, the firm will deliver the final dataset and summary report to the World Bank-ESMAP. The International Finance Corporation (IFC) is in discussions with governments in the East and South Asia region, including Government of Sri Lanka, and Government of Myanmar, to act as Lead Transaction Advisor in assisting in the development of Liquefied Natural Gas (LNG) import terminal infrastructure, under a Public Private Partnership (PPP) model (the Project). IFC seeks to appoint Technical Consultant(s) to assist in technical due diligence for the proposed project(s) including determination of demand assessment, LNG procurement strategy, site assessments, preliminary project design and costing, environment and social scoping studies, and other technical inputs to contract design and bid process.

The envisaged scope of the Master Agreement would be based on access to high quality, global, and regularly updated wind resource data from a maintained dataset, founded on the most advanced, peer reviewed wind resource modeling methodologies currently available. The resource data shall be scientifically validated using ground-based measurements where these exist, with the validation results in the public domain. However, the Master Agreement would not include provision for new ground-based measurements, nor would the winning Vendor be expected to commission ground-based measurements themselves. The dataset shall include all the key variables for mesoscale wind resource assessment, at multiple heights, at a minimum resolution of 3km, and with a temporal coverage of at least 10 years.
