eC2:Support to the Myanmar Hydro Advisory Program on Improving Environmental and Social Standards in the Hydropower Sector (STC)

IFC’s Hydro Advisory program is currently implementing a new environmental and social standards in the hydropower sector program in Myanmar. The overall program aims to increase the share of new hydropower investments that adhere to good international industry E&S practices and will involve working closely with government, the private sector, the World Bank and other stakeholders in this space.

The purpose of the assignment will be for a Myanmar National Consultant to assist with program support, implementation of activities, and communication.

eC2: Development of ESIA Guidelines for Hydropower Projects in Myanmar

Environmental and Social Impact Assessment (ESIA) guidelines for hydropower HYDROdevelopment in Myanmar are required to provide clear, consistent and comprehensive guidance on:
(i) the legal requirements for impact assessment;
(ii) key issues to be considered in project design, construction, commissioning, operation and decommissioning, and assessed during the ESIA process; and
(iii) management plans to be prepared, to seek project approval and to effectively design, construct, commission, operate and decommission projects in a sustainable manner.
This includes application of the mitigation hierarchy to anticipate and avoid impacts to the fullest extent possible, and where avoidance is not possible minimize (e.g. abate, rectify, repair and/or restore) those impacts, and where residual impacts remain, compensate/offset for risks and impacts.

The aim of the SEA is to identify and achieve broad consensus on a balanced, equitable and sustainable development pathway for hydropower in Myanmar over the next 20 years and beyond, based on environmental, social and economic considerations, to achieve the long-term economic development and sustainable use and protection of natural resources and ecosystems.

Seven hundred million people live without electricity in Asia. Several countries, including Lao People’s Democratic Republic, Myanmar, Nepal, and Pakistan, are tapping into their hydropower potentials to generate electricity for domestic consumption and exports, which will be a big boost to their economic development. To ensure the sustainability of such developments, IFC is working with both the public and private sectors to raise standards and enhance collaboration between the two sides.

eConsultant2: International STC to support Lao PDR Nam Ou River Basin Profile Development and Training

IFC seeks to recruit a short term international consultant to support their Environmental and Social Hydropower Advisory Services Program in Lao PDR. The assignment aims to provide capacity building and training through the development and production of a river basin profile for the Nam Ou River Basin. The production of the river basin profile will be undertaken in collaboration with the Ministry of Natural Resources and Environment (MONRE), Provincial Natural Resources and Environment Offices (PONRE), District Natural Resources and Environment Offices (DONRE) in the provinces of Phongsaly, Oudomxay and Luang Prabang and IFC (constituting the Core Team) as well as other relevant stakeholders where required.
