eC2: Preparation of baseline reports for the Water Global Practice results framework

The Water GP has defined an innovative results framework (RF) to track combined results from activities funded by the GWSP multi-donor trust fund and World Bank-financed operations. This results framework has been defined in partnership with donors to the GWSP to allow them to track the additionality of funding they provide to the multidonor trust fund. In a spirit of integration with WB operations, the RF was designed as a comprehensive framework for the WGP as a whole. Underlining the RF, the WGP has identified five priority themes where emphasis is critically needed to achieve the SDG for water (SDG 6) and contribute to many other SDGs which are so closely interlinked with the achievement of a Water-Secure world for all. These five themes are areas where countries need to redouble their efforts and in some cases, revise their strategies to increase their chances of meeting the water SDG: they include sustainability, inclusion, institutions, financing and resilience.

IFC PPP Transaction Advisory is seeking to recruit an international technical consultant for structuring and implementation of an airport concession tender. The airport is in a EU member state and has capacity of ~5m passengers annually. Additional project information will be disclosed to the shortlisted companies. The work of the technical consultants is to be divided into two main phases. Phase 1 transaction structuring will encompass a technical analysis of all aspects of the project, including traffic projections, capital investment program, and environmental and social issues. Phase 2 will consist of the transaction implementation and will require from the technical consultant to assist in the successful tendering of the project by providing input to the technical annexes of the project documents, assistance with the bidders due diligence and evaluation of their technical offers.

In the assessment, the Consultant needs to take into consideration various elements on the sectors, such as emissions profile, contribution to India’s NDC, existing policies, mitigation options, incentive structures, and suitability to national circumstances. The proposed MBI should be based on the work of the Bureau of Energy Efficiency (BEE)’s SME program and potential links and design convergence with the Perform Achieve and Trade scheme should be explored while reviewing policy and design options.

eC2: Innovative approaches to Public-Private Partnerships in smart grid investments: Best practice experiences from government collaboration with utilities

The proposed work consists of three tasks: (i) an analysis of innovative approaches to Public-Private Partnerships in smart grid investments and the role of the public sector; (ii) Recommendations for application of PPP models for smart grid investments and identification of a project/project concept pipeline, and; (iii) Dissemination of study findings report, slide deck and supplementing material through internal and external outreach to target audience. The final output will be a report and slide deck. The report will emphasize experiences from ongoing smart grid PPP projects in developed and developing countries and must provide practical guidance on the design, preparation and implementation of smart grid projects that can be used by government officials, utility managers and World Bank Group staff.

eC2: Technical expert team for Karnataka Urban Water Supply Modernization Project

Karnataka Urban Infrastructure Development Corporation Limited (KUIDFC) is the implementing agency for the Project and the Urban Local body (ULB) Hubballi-Dharwad Municipal Corporation will play a pivotal role in overseeing the transition to continuous water supply and subsequently ensuring that the service levels are sustained over the long term. To improve service delivery, KUIDFC and HDMC have entered into a twelve year performance based contract with a professional operator. The operator will be responsible for planning (one year), managing the transition to continuous water supply (three years) and sustaining the service delivery (eight years). The Project (KUWSMP) will be implemented over the first six years of the contract to ensure that service delivery is sustained for at least two years after transition to continuous supply. The World Bank has also received a request for inclusion of Kalaburgi and Belgavi into the Project through Additional Financing for which preparation is ongoing.

eC2: Improving Post-Disaster Damage Data Collection to Inform Decision Making

This assignment is to review the existing situation in post-disaster damage information collection and prepare a conceptual design for an improved tool and IT architecture. This assignment is for two phases: (i) to evaluate existing damage assessment and data collection methodologies as well as provide an overview of new and innovative tools and methodologies for improving damage data collection, their experiences and challenges; and (ii) to develop the conceptual design for an improved solution, including generic specifications and model architecture, and the customized specifications for Armenia to move into implementation. This assignment will design the infrastructure and variables for a generic version of such a tool which can be customized to countries around the world and different applications. It will also develop the customization for this tool to the context of Armenia, as well as the roadmap to move into implementation. The current focus in terms of natural hazards should be on tropical cyclones, floods, landslides, and earthquakes. In a later phase, other natural hazards may be added.
