The services include institutional
development support and capacity building services to help Addis Ababa City government (AACG) achieve the Transit-Oriented Development (TOD) aspects of the new Structure Plan for the city of Addis Ababa. The consultants will report to the World Bank Task Team Leader, and interact directly with the Addis Ababa Land Management and Development Bureau (AALMDB), which is primarily responsible for implementation of the structure plan, throughout the assignment. The consultancy’s main objectives are to:
- identify suitable TOD approaches given existing land markets, legal frameworks, and institutional structures;
- identify an appropriate institutional TOD delivery mechanism for the short to medium run;
- recommend realistic and immediately implementable administrative and procedural measures to support that delivery approach; and
- recommend two TOD sites for priority pilot implementation.
This will include the following tasks:
- assessing the land development requirements of the transit-oriented development (TOD) of the new Structure Plan of Addis Ababa;
- institutional assessment of the capacity of AALMDB;
- presentation of international best practices in transit-oriented development;
- development of recommendations to AALMDB;
- identification of institutional training needs of AALMDB;
- selection of a pilot TOD demonstration sites;
- preparation of a Terms of Reference (TOR) for a pilot TOD design; and
- a final knowledge capture note.
The consultancy is expected to be performed over a period not exceeding 9 months, from January 2016 to September 2016.
The World Bank intends to finance the assignment/services described below under a trust fund from the Korean Green Growth Partnership.
