IFC is seeking an experienced Short-Term Consultant (STC) specialized in blue economy and bilingual in English and Mandarin, to support the development and implementation of a successful Blue Finance Pilot for IFC. This assignment is estimated to require a maximum of thirty (30) working days and a maximum of 3 trips, from the period from August 1, 2020 to June 30, 2021. The contract might be further extended depending on business need and performance. The STC will work with a multi-disciplinary team led by the Project Leader in Beijing. IFC DigiLab Finance is an accelerator program for digital transformation of financial institution and was launched in March 2018 in Latin America. To date, 11 organizations have participated across 3 cohorts, these institutions are now part of the DigiLab alumni network. As part of one of the DigiLab Alumni benefits, institutions can access to one-on-one advisory projects where IFC will support them on the implementation of their digital transformation roadmaps.

IFC may select up to three vendors for signing a framework agreement to support us to deliver, in Latin America and East and Central Asia, both workstreams: i) IFC DigiLab Finance knowledge management (KM) program and ii) one-on-one (OO) advisory projects for an accurate implementation of the DigiLab programs outputs (digital strategy and roadmaps).

Considering this and future growth outlook in traffic volumes, it will be crucial to include in upgrading of the section the proper resilience measures in the design. Vulnerability assessment will make certain that the design of the road section incorporates disaster-proven standards to ensure proper drainage and resilience to heavy rainfall, flooding, and landslides as well as other hazards. Hence, the proposed component will include (i) carrying out of an assessment to identify the vulnerable points of the pilot road section to extreme weather conditions; (ii) verification and recommendation of amendments to the existing design to integrate resilience measures before completion of the works; and (iii) development of an instrument for DRM control and monitoring for the section, which could be later extended to other major corridors.
