After severe flooding at the beginning of the year (January 2015), the Government of Madagascar requested support from the World Bank to address its water issues in Antananarivo. A scoping mission in March 2015 led to a recommended approach of integrated urban water management (IUWM) that can bring together the different agencies and stakeholders that play a role in different aspects of water management. This assignment will provide a rapid institutional assessment of the key entities involved in water management in Antananarivo and will form the basis for developing an IUWM planning process.
The assignment will consist of understanding how each entity operates, provides services and makes decisions; how they interact during their regular operations as well as during emergencies (e.g. January 2015 floods); and identifying opportunities for collaboration.
Outputs: reports, institutional mapping, service delivery mapping, ppt summaries, workshops
Firm Profile: The consultant will be a firm with requisite skills in urban water institutions, institutional development, budget planning processes, service improvement, integrated planning processes.
