Specific activities include: (1) conduct a diagnostic of existing digital government readiness assessment tools respectively developed by the World Bank team and a partner organization; (2) document best practices of digital solutions for COVID-19; update the existing DGRA tool with COVID-19 (and other) disaster preparedness pillar; and develop the tool in online and mobile versions; (3) develop guidelines for pilot studies; assist the Bank team with pilot implementation of testing the toolkit and incorporate lessons-learned in the final deliverable of the tool & report. Specific pilot countries havent been decided at the moment but potential countries include Peru, Uzbekistan and Maldives.

Chennai, the capital city of Tamil Nadu, has been witnessing natural disasters like floods, and the entire world is currently facing COVID-19 pandemic. These events have impacted life, including public transport systems and mobility in the city.

The Urban Mobility and Spatial Development pillar of the Chennai City Partnership (GoTN- World Bank) proposes to mainstream the climate/ flood and health risks with a focus on spatial planning, urban transport infrastructure and mobility services. In order to achieve the same, the World Bank wishes to engage a consulting firm to undertake hazard and vulnerability risk assessment, establish digital data/ maps, develop comprehensive action plan to mitigate/ manage flood and health risks for urban mobility and services; review/ strengthen standards for infrastructure elements to enhance their resilience; develop solutions to fund resilience and recovery plans; training and capacity building.

eC2: Urban Flood Resilience Diagnostics in 2 Indonesian Cities

The objective of this consultancy assignment is to provide advisory services and technical inputs on urban flood resilience diagnostics and potential investment options for two Indonesian cities. The diagnostics will propose a multi-year program of prioritized structural and non-structural flood resilience investments. It will include: (i) a desktop review of current and planned flood resilience measures, and urban and disaster risk management policies and plans; (ii) development of flood hazard and risk information, based on future population growth and climate change scenarios; (iii) identification and rapid prioritization of potential interventions with an integrated flood risk engineering and risk-informed urban design approach; (iv) technical knowledge exchanges; and (v) opportunities for participatory planning.

eC2: Impact of Clean Energy Transition on Job Creation Case Studies

The Energy Sector Management Assistance Program (ESMAP) at the World Bank, is investigating how the energy transition the transition away from fossil fuels, encompassing the adoption of new technologies and models of service delivery in the sector can contribute to the generation of jobs and support economic activity while advancing the global decarbonization agenda. For a specified set of World Bank energy sector projects, the Consultant will prepare detailed case studies. As part of each case study, the Consultant will trace the set of activities undertaken as part of the project; develop a methodology for estimating jobs created by and as a result of the project, articulating a results chain in the process; and, applying the methodology, estimate the employment impact of the project (jobs numbers and various dimensions of job quality, earnings, etc.). Key findings from the case studies will be summarized in a note.

Agriculture is the backbone of the Sudanese economy, generating one-third of GDP and having a labor share of more than 50 percent. Agriculture provides livelihood to approximately two-thirds of the population. Value chains in the agriculture sector, however, remain underdeveloped and fragmented and lack integration. Increased agro-processing and trade, supported by well-directed strategic public sector investments, can unlock much greater value from agriculture. Policy-induced private investment, backed up by public sector financing to facilitate value chain development can set in motion a virtuous cycle of increased productive investment that can in turn boost government revenues from tax collections on corporate profits.
The World Bank is seeking services of a consulting firm to prepare an investment roadmap for two agricultural value chains: Sorghum and Livestock (Small Ruminants).

This assignment is to undertake an evidence-based analysis of the contribution of plastic waste to water pollution in the rivers and water bodies in Sri Lanka, in order to: (1) inform investment priorities to manage clean-up of rivers and water bodies in Colombo and beyond; (2) inform new policies aiming at preventing plastic in water bodies and contribute to practical solutions to improve land-based waste management services such as collection, recycling, and treatment, and contribute towards circular economy agenda; (3) inform and strengthen the diagnostic study on riverine pollution, focusing on defining the value-chain of collection, sorting reuse and recycling of riverine waste in Sri Lanka; and (4) understand and further develop local and community-based or small private sector-based approaches for plastics interception and reuse / recycling of collected solid waste.
