IFC is seeking a consulting firm to provide support on Component 4, specifically to support the pilot implementation phase of the TechEmerge Health East Africa program.

It is estimated that there may be around 15+ pilot projects supported under the program, with East African healthcare providers working with shortlisted Innovators to pilot new technologies that can improve their reach, operations, healthcare delivery and/or patient outcomes. The majority of Providers participating in the program are in Kenya, however, it is expected that there will be a few pilots implemented in Uganda and Ethiopia, supporting the Providers that are participating from those markets.

In general, it is expected that the pilot projects will be conducted over a 3-9 month period. However, accounting for the necessary time to put in place the required paperwork to launch the projects, undertake the pilot project, and complete final reporting across all selected pilots, it is estimated that the total duration for this phase of the program, and hence the consultancy, will be around 18 months.

Once selected to the receive support under the TechEmerge Program, Innovators and Providers must negotiate and sign a bilateral MoU, and if applicable, receive hospital Internal Review Board Approvals prior to any grant funding being awarded.

The exact number of pilot projects to be supported under the program will only be determined after the submission and review of the pilot proposals, likely to occur in September 2020. As a reference point, when the program was implemented in India in 2016, 42 pilot proposals were submitted to IFC for consideration. 22 projects were selected to be supported under the program. As noted above, the Program will look to support as many viable pilot projects in East Africa as possible.
