Support the Government of Peru improving PPP policies and practices for project structuring (engineering design and financial modelling), contract risk allocation and bankability. Also, how government guarantees and subsidy scheme have prevented developing PPP projects meeting international best practices, attract high quality concessionaires and support development of the local capital markets. The firm would help on:
I) developing guidance and policy for the development of criteria and regulations relating to the provision of government financial support, financial and non-financial guarantees, for the financial structure on PPP projects and
II) assisting Perus Ministry of Economy and Finance (MEF) in the development of a standard contract guidance document that will serve as a policy guide for model contract design.
Specifically for the section I) the MEF seeks technical assistance in a) Identification of risks and assignment, b) determination of covered risks and the criteria for the provision of the coverage, c) determination of guarantee or subsidy mechanisms available from MEF, e) determination of non-covered risks, f) Financial Structure and g) Capital Markets.
Based in lessons learned from the previous component, the Green Book recommendations (under preparation) and the implementation of standard guidelines/contracts/clauses or practices in the United Kingdom, India, Colombia (4G), Australia, etc., for section II), the technical assistance will be focus the following areas: a) Standard contract components, b) Key contract clauses to be provided inter alia, and c) Consultations with stakeholders (public and private).
Qualification Criteria
- Provide information showing that they are qualified in the field of the assignment. Showcase relevant international experience in PPP structuring (including engineering and financial modelling) and evaluation processes, policies, guidelines and methodologies information showing that they are qualified in the field of the assignment
- Provide information on the technical and managerial capabilities of the firm. Include experience in the UK, Australia and Canada and other countries (Korea, Chile, India, etc.).
- Provide information on their core business and years in business.
- Provide information on the qualifications of key staff relevant to this assignment, including legal-institutional-financial PPP framework of Peru, PPP contracts and Spanish language abilities
