The overall objective of this assignment is to contribute to disaster risk management related research and policy advice in support of ECCAS as well as capacity enhancement interventions to benefit ECCAS Member States and key stakeholders like media, academia, civil society organizations, NGOs and the private sector to better contribute in the implementation of DRR activities in Central Africa.
More specifically, the assignment has three main objectives:
(i) Provide policy research related to disaster risk management, with particular emphasis on flood risk management, in the ECCAS region;
(ii) Facilitate South-South knowledge exchange and best practices sharing on DRM.
(iii) Facilitate DRR training and capacity enhancement for the ECCAS Secretariat and experts from Member States related to disaster risk management.

The Bank is seeking the services of a firm to carry out activities for the inclusive preparation of Gender Strategy and Action Plans (GSAPs) for the following Regional Economic Communities (RECs): The Economic Community of West African States (ECOWAS); The Economic Community for Central African States (ECCAS); and The Southern African Development Community (SADC). They have expressed the need for support for developing comprehensive and effective guidelines for mainstreaming gender considerations into disaster risk management policies, plans of action and programs. Tasks include preparation of individual Inception Reports for each REC; gender analysis and stakeholder consultations; REC-level discussions and feedback events; and finalization of customized Gender Strategies and Action Plans in Disaster Risk Management for each REC.

The overall objective of this work, on one hand, is to reinforce the knowledge on hazards, vulnerabilities and risks in Central Africa and to provide a monitoring tool on a regional scale and on the other hand to identify the cross-border areas at risks, with specific attention to flood risk. The specific objectives of this assignment are the following: Identification and mapping of hazards and major risks covering the regional extentat a national scale that is relevant at least up to administrative level 2 in the ECCAS region. The creation of a catalog of the reference cartographic data that includes raw data and metadata (small scale). The creation of cartographic reference data related to Disaster Risks and Water » (medium scale). Creation and launch of an operational geo-portal ” Disaster Risks “. Development of a paper and interactive Regional Atlas of Hazards and Major Risks. Assessment of the vulnerabilities of transboundary areas identified at risk.
