The World Bank is providing technical support
to eThekwini regarding how to advance the cit’s urban regeneration goals. This solicitation for site-specific financial and real estate development advisory services is one component of that effort. The municipality requires support to: Identify business models and transaction structures that are market-viable, cost-efficient, and that facilitates the Citys policy goals; and support the municipality in commencing implementation of the selected business model — including support for negotiating a formal agreement (about provision of bulk infrastructure) among the municipality, the existing land owner/developer, and other major stakeholders.
The municipality of eThekwini (City), along with Tongaat Hulett Developments (THD), is currently developing the Cornubia South site into a mixed-use, mixed-income development. Located on the north coast of KwaZulu-Natal, South Africa, the undeveloped portions of the Cornubia South Site are currently used for agricultural purposes (sugar cane farming) and have two primary landowners: eThekwini and THD.
In coordination and consultation with the City, THD prepared a Cornubia Development Framework Plan (Framework Plan) for the greater Cornubia area that was formally adopted by the eThekwini municipality in February 2011 for Cornubia South. The Framework Plan envisaged that the Site would be redeveloped into a large-scale mixed-use, mixed-income project to include industrial, commercial, residential, parks and other public uses. Cornubia North remains in the ownership of THD.
