IFC is looking to hire a survey firm to manage all aspects of a baseline household data collection, entry and management for a prospective, rigorous impact evaluation of two interventions: an outgrower scheme and employment of unskilled labor at a commercial farm. The purpose of the household surveys is to estimate the baseline wellbeing of smallholder farmers in the Salima province of Malawi, where the company operates. The baseline will be used to better understand the context of these farmers, and to measure the effects of their engagements with the company over time by comparing the results against a midline (September 2017) and an endline (September 2019) data collection.
The Global Agriculture and Food Security Program (GAFSP) is a multilateral financial intermediary fund. GAFSP Private Sector Window (PrSW), which started in 2012, focuses on increasing and improving the commercial potential of small- and medium-sized agribusinesses and linking smallholder farmers to market by improving their access to finance, technology, expertise and inputs.
The International Finance Corporation, which is the private sector arm of the World Bank Group, is the implementing entity of the fund. Both GAFSP donors and IFC are committed to rigorous evaluations of GAFSP PrSW operations, and are launching an evaluation in Malawi in collaboration with the Erasmus University in Rotterdam, the Netherlands. The objective of the evaluation is to evaluate and improve the impact of the company on smallholder farmers.

IFC would like to invite firms that meet the following minimum requirements to submit expression of interest for this consultancy:
Legal status recognized by the Government of Malawi, enabling the organization to perform the required tasks under the laws of Malawi.
Minimum 5 years of experience managing household-level surveys of similar scale (2000+ households); experience working on agriculture-related surveys preferred.
Strong capacity and experience in planning and organizing survey logistics.
Good network of experienced enumerators, supervisors and data entry clerks.
Strong capacity in data management and statistics.
Strong knowledge in the following software: CS-Pro, SPSS and STATA.
Strong interpersonal skills and a team oriented spirit.
