eC2: Conducting an Analysis of the Policy, Legal and Regulatory Landscape of the Inland Waterways Sector in Ukraine

IFC is looking to hire a Consultant (firm) to carry out an assessment of the regulatory conditions regarding the inland waterways (IWW) sector in Ukraine. The objective of this activity is to analyze how national and sector-level policies, legal, regulatory and institutional frameworks are affecting the workings of the sector at an operational level, its development, growth, its overall competitiveness and its ability to attract investments. The key is to establish if the current policy and regulatory landscape is hindering investments, if so, in what ways and in what areas, and to propose specific recommendations to remove the identified barriers. The assessment will include both a holistic analysis of the regulatory environment of IWW sector and will deep-dive into its constituent markets separately: the inland waterways network, the river fleet (freight and auxiliary), infrastructure (docks, anchorages, navigable canals in water areas, navigable locks, fairways, signaling systems, etc.), service infrastructure (river ports, river terminals), navigation and surveillance.

eC2:  South Asia Water Initiative (SAWI) Rivers and Plastics – Plastic Pollution Management in India – Inland Waterways to Seas

The assignment includes but not limited to undertaking baseline study to identify and quantify of key types of plastics, as per consumer goods/use, that pollute marine environment, identifying main drivers of plastic pollution, data analysis of plastics including material flow analysis and life cycle analysis, gap analysis of relevant existing policy and institutional architecture, stakeholder consultations, developing and implementing a methodology for sampling, testing, and data analysis of macro/microplastic load, development of stakeholder plan as well as contingency response plan in COVID-19 situation, and providing actionable recommendations based on primary and secondary research.

eC2: Inland Waterways Strategic Plan for Argentina

The purpose of this assignment is to deliver a proposal of an Inland Waterway Strategic Plan (IWSP) for Argentina, addressing the Paraguay-Parana-Uruguay-Rio de la Plata waterway. It will encompass all the technical, economic and institutional aspects, deemed relevant to achieve an efficient operation of the waterway, identifying and exploiting every opportunity for improvement. These topics will include at least the following: the economically convenient draft to be achieved in each section; economically viable interventions aimed at reducing congestion and delays; the proper sizing of the interventions, taking into account future trends regarding the design of the vessels. The IWSPs horizon will be at least the next 20 years, although it may be increased, if both the team and the Task Team Leader agree.
