The Government of Indonesia has prepared a national Disaster Risk Financing and Insurance (DRFI) strategy with the overarching mission to protect state finances and the population through sustainable and efficient risk financing mechanisms that meet disaster-related expenditures in a planned and timely manner, and that deliver well-targeted and transparent assistance following shocks.
A key priority under the strategy is to protect the state budget through the establishment of a dedicated budgetary mechanism or pooling fund. To manage this fund, a new public service agency (Badan Layanan Umum or BLU) is expected to be established with a triple role: (i) as an investment manager of disaster reserve funds; (ii) as a financing manager of disaster related financial expenditures; (iii) as a technical service provider on DRF services to the government.
The organizational review will provide a comprehensive design to the government in planning for and establishing the natural disaster pooling fund public service agency. The scope of work will include: (i) Benchmarking of similar agencies in Indonesia and international good practice examples; (ii) Recommendations on the organizational structure; (iii) Recommendations on operational and functional structures and requirements; (iv) Recommendations for fund management and investment strategy requirements; (v) Recommendations on detailed business process; (v) Recommendations for employees and competencies needed to operate the BLU, in accordance with the DRFI strategy, fiscal policy direction, and related regulations including those related to disaster management and state finance.
