The shortlisting criteria are:
Experience in transmission network levels design, implementation, and/or operation relating to substation protection system, SCADA system, and/or status monitoring system in a central dispatching center. Primary nominal voltage shall be equal to or higher than 220kV.

Minimum number of years of experience are seven years at the date of submission;
Experience in so-called Smart Grid software and hardware applications design, implementation, and/or costing at transmission network level. Minimum number of years of experience are seven years at the date of submission;
Experience in research, design, or/and implementation for Flexible AC Transmission System (FACTS), or/and Back-to-Back (BTB). Minimum number of years of experience are five years at the date of submission;
Experience in research, design, or/and implementation of PSH power plants electric field. Minimum number of years of experience are five years at the date of submission;
Experience in transmission network transient and/or dynamic analysis using PSS/E software or similar software which is widely recognized, and a software being capable of 3-phase system. Minimum number of years of experience are three years at the date of submission;
Knowledge or/and Experience in research, designing and/or implementing emerging technologies such as Battery Storage, AI, Block Chain, and Big Data in the past two years at the date of submission; and
Relevant experience(s) in Turkish power sector in the past eight years at the date of submission.
