Assignment Description: infoDev is conducting an end-of-program evaluation of EPIC to assess the effectiveness, efficiency, relevance, and sustainability of the program, as well as to extract lessons that can recommend effective operational approaches for the future implementation of entrepreneurship development programs in the region. The main objective of the assignment is to carry out an independent end-of-program evaluation of the EPIC program, in compliance with Trust Fund agreement.
The evaluation will provide an independent evidence-based assessment of the program impact, design and delivery as well as evaluate the effectiveness, efficiency, relevance, and sustainability of the program. The evaluation will cover the entire period of EPIC implementation from inception through November 2018. In line with the programs theory of change and logic model, the evaluation will assess EPICs impact on:
o The entrepreneurial ecosystem in the Caribbean
o Supported enablers/implementing partners
o Entrepreneurs and firms, and particularly on womens entrepreneurs
o Access to finance
The evaluation will give particular emphasis to cross-cutting themes of gender, environmental sustainability, and governance. The evaluation will include qualitative narrative on the programs impact and on lessons learned, in addition to a quantitative assessment of impact relative to targets. The evaluation will also include an assessment of the sustainability of EPICs activities and impact beyond the end of the program.
