This consultancy will have three main objectives:

(a) to carry out an institutional review of how different counties are dealing with their water utilities in providing water and sanitation services and provide some good practices from best performing counties and utilities, both nationally and internationally;
(b) to support Kiambu County to conceptualize and implement the clustering process; and
(c) develop material and organize forums to support knowledge exchange and peer-to-peer learning for counties nationally.
