Understanding the technical and poltical dynamics of water utilities reaching the urban poor in Sub-Saharan Africa (SSA)

Planned for May-October, this is part of a wider study of institutional factors affecting utilities’ reaching the urban poor in SSA. The team will analyze (mainly existing) data and literature for 8 well-performing and 10 other utilities – up to 8 city visits.

There are 4 Components:
1) Assess 10-year performance. The ToR will suggest indicative indicators, but bidders can propose refinements
2) Analyze political economy: formal and informal drivers,incentives and obstacles for performance: 5 to 8 cases
3) Financial feasibility: How was expanding network afforded?
4) Analyze links between performance, scale of water network, access and affordability
5) 1 year performance checks of a wider sample.
