eC2: Individual Consultant for Tanzania Pharmaceutical Competitiveness Strategy and Action Plan

The Light Manufacturing Component of the Tanzania Business Enabling Environment Support project (the project) is focused on supporting Tanzania to develop the competitiveness of its manufacturing sectors. Implemented by the World Bank Group and funded by the Government of Canada, the project works with public and private organizations to address the fundamental challenge of growing Tanzania’s manufacturing sector by facilitating the implementation of competitiveness initiatives and promoting investment in higher value-added manufacturing, acting as a catalyst for the acceleration of the country’s industrialization and its integration into global value chains. The work is being implemented over a period of four years in three phases.

-Phase I: Assessment and prioritization. During the startup phase, the project undertook a broad assessment of Tanzania’s manufacturing competitiveness, assessing value addition opportunities, market and industry trends, and investment and employment generation possibilities for a number of key sectors. This phase is complete, and from this assessment the pharmaceuticals sector surfaced as a high opportunity sector (in addition to textiles and apparel).
-Phase II: Development of sector strategy roadmaps. The project then engages with the target sectors businesses and related public institutions to develop sector strategies and roadmaps. The product of these efforts will be a strategy and prioritized action plan that sets out the opportunities for Tanzania in the target sectors, defining and sequencing what steps must be undertaken to achieve them. The
process will also outline the interventions required to be deployed by the government, the private sector, and supporting institutions.
-Phase III: Implementation of prioritized activities: In Phase III the primary focus of the project the project supports stakeholders to implement the strategic initiatives prioritized in Phase II. This runs for 2-3 years.

The focus of this work is on Phase II, focused on the pharmaceuticals sector. Additional details are available in the attached ToR.
