Uzbekistan: Pre-Feasibility Study to Upgrade the Tashkent to Andijan Road to Expressway Standards Using an Appropriate PPP Model

As part of its ambitious program of reforms, the Government of Uzbekistan (GoU) intends to involve private investors in the development of infrastructure throughout the country and plans to use public-private partnerships (PPPs) to develop and improve transport sector assets, including for new and existing roads, tunnels, airports, and intercity bus terminals. A priority PPP initiative is to upgrade the 358km Tashkent to Andijan Road (TAR) to expressway standards.


With the support of GoU, the World Bank is seeking to engage qualified consortia to carry out a pre-feasibility study that will identify an appropriate PPP model(s) to: (i) upgrade TAR to expressway standards, including the construction of a possible new tunnel through the Kamchik Pass and supporting ancillary infrastructure; (ii) identify appropriate PPPs models to upgrade TAR, including whether a phased approach should be considered; and (iii) detail additional preparatory activities required and estimate expenses to take the transaction(s) to the bidding-stage.

To facilitate the collection of needed data and information, the use of local staff is highly encouraged.
