Technical Assistance To Department Of Health Services

The Government of the Republic of Liberia has Laboratoryreceived financing from the World Bank toward the costof the Ebola Emergency Response Project (EERP), and intends to apply part of the proceeds for consulting services (Technical Assistance to Department of Health Services) for the Ministry of Health.

Deadline: 18 September, 2015

The consulting services (“the Services”) overall goal of the Technical Agency (TA) is to provide managerial and technical support for the effective and efficient implementation of the basic and essential packages of health services at the primary level of care.

The specific objectives are as follow:

Development of approaches: Revise and develop processes and tools for PBF and hybrid model(indicators , checklist , financial management tool, verification mechanism etc. as well as tools for monitoring NGOs and countyhealth teams’ (CHT) performance).
Verification and Monitoring: Review routinely the performance of NGOs in capacity building of CHT andservice delivery, as well as the performance of CHT as an independent verifier for the MOH.
Data analysis: Dashboard tracking and Feedback: Analyze data for each county on a regular (quarterly) basis,with dash board trackingand report issues and suggestions to the MOH.
Contract Management: Assist the MOH to manage NGO contracts with NGOs in line with keydeliverables to ensure the effective management of health facilities and collaborate with CHTs for capacity buildingand sharing oflesson learned.
Capacity Building: Provide hands on support to the County Health Services Unit to improvecoordination mechanism, oversight and leadership at central level throughout implementation.
