The World Bank is looking to hire the services of an experienced firm to (a) conceptualize a pilot project for community-based TB service delivery (b) develop a pilot project implementation manual, and (c) provide support for implementation of the pilot project.
PHASE 1: Design and baseline phase (April 2015 Dec 2015)

a)conceptualize a pilot project for community-based TB service delivery, including rapid analysis of current service provision, analysis of alternative options of service delivery for TB patients, and design of the pilot project.

b)develop a pilot project implementation manual as well as a budget and work plan for its implementation (it is envisaged that actual implementation of the pilot project will be financed from alternative sources)

c)Design a pilot project monitoring and evaluation system, including routine monitoring forms and tools, evaluation baseline tools, and evaluation end-line tools with which to evaluate the implementation of the project

d)Collect baseline data

e)Train health care providers at pilot sites in the use of the routine monitoring tools

PHASE 2: Supervise pilot project implementation and end line evaluation (Jan 2016 to June 2017)

f)Support the implementation of pilot project, including:

i.general oversight and monitoring of pilot project implementation (monitoring of pilot project implementation will also require data collection for comparison group facilities, where services are provided in-patient);
ii.advice on possible project restructuring;
iii.final evaluation of the pilot project and recommendations to the Government on TB service delivery reform in the country (final evaluation will also require data collection for comparison group facilities, where services are provided in-patient);
iv.participate in final consultations with Government and development partners regarding TB service delivery reforms.

g)Evaluate the implementation of the pilot TB out-patient model project in terms of cost effectiveness, efficiency and patient satisfaction

The appointed firm will be introduced to all relevant stakeholders; close cooperation with Ministry of Health and Ukrainian Centre for Disease Control and coordination with development partners will be required throughout the assignment.

The firm will need to contract with a local firm to ensure data collection for the baseline data collection.
