eC2: Enhancing Belarus Post-Disaster Damage and Loss Assessment System

The aim of the assignment is to support the Republic of Belarus by conducting follow-up work on the development and operationalization of the methodology described above. More specifically, the objectives are to:

(1) Help expand the set of damage and loss indicators (considering both direct and indirect losses) and establish comprehensive methodologies for calculating them based on end-user needs across different economic sectors and relevant line ministries and agencies. This should include definition of the granularity of required information and timeframes within which the information should be made available.

(2) Develop a set of recommendations and a conceptual design for an improved solution for quantifying damages and losses after a disaster. The recommendations should address the process and information flow from the collection of asset level data to the assessment of aggregated losses, and include an inventory of the required ICT infrastructure, its major functions and system requirements.
