The assignment aims to develop flood hazard and flood risk maps (FHRM) and flood risk management plans (FRMP) for all twelve Units of Management of Romania, i.e. for 11 river basins and for the Danube River, in line with the EU Floods Directive. Furthermore, the assignment also aims to develop a plan for measures that are to be taken nationally.
It will involve completing the following tasks:
-Support Romanian authorities in the screening of potential measures for the relevant Areas of Potential Significant Flood Risk (APSFRs);
-Preparing and carrying out the needed modelling work;
-Providing hazard and risk maps for the baseline situation;
-Investigating various measures and packages of measures to manage flood risk. These cover both the Units of Management as well as measures on a national scale;
-Provide hazard and risk maps for promising alternatives;
-Support Romanian authorities in the evaluation of alternatives at various scales using multi-criteria analyses and cost-benefit assessments; this includes liaising with potential funding authorities;
-Support the World Bank in the strengthening of institutional capacities for flood risk management, providing training in relevant areas.
-Support the Romanian authorities in stakeholder engagement and public consultations by providing technical input and advice;
-Support the Romanian authorities in the SEA process by providing technical input and advice;
-Develop draft Flood Risk Management Plans for all Units of management and on a National Scale;
-Carry out Pre-feasibility studies for selected promising alternatives, including integrated flood risk management projects.
