An estimated 1.1 billion people worldwide cannot officially prove their identity, accordingid4d-global-dataset to the 2017 update of the World Bank’s Identification for Development (ID4D) Global Dataset.

Identification matters

How do we prove who we are to the people and institutions with whom we interact? Imagine trying to open your first bank account, prove your eligibility for health insurance, or apply for university without an ID; quality of life and opportunities become severely restricted.  An officially-recognized form of ID is the key enabler – critical not only for exercising a wide range of rights but also for accessing healthcare, education, finance, and other essential services. According to the World Bank Group’s latest estimates, this is problematic for an estimated 1.1 billion people around the globe.

The objective of these terms of reference is to formulate a model community engagement framework for local government (LGA) PPP in Tanzania, provide provisions for the Model LGA PPP Agreement ( PPPA) to implement this model framework and provide a module for the draft LGA PPP operating guidelines for the practical application of community engagement and in particular this framework to PPP projects in Tanzania. The framework will be based on global best practices adopted in community engaged PPPs and will embody the lessons learned from different country engagements (both successful and failed), for example the World Banks citizen engagement for smart cities program and IFC’s stakeholder engagement: a good practice handbook for doing business in emerging markets.

The chosen consultant (or consortium of consultants) must have suitable experience with the technology (e.g. storage technology, global industry standards), markets (industry leading technology suppliers, market trends) and tendering processes (e.g. development of bid documents, management of competitive tenders, and understanding of bankability requirements). They should also have a demonstrated ability to communicate clearly to non-technical audience. People with prior experience of working in reputed national and/or international energy storage companies, especially on implementation of grid-connected energy storage solutions, would be given preference. The team with domestic/regional experience to spend significant time in field, backed by team with international experience in energy storage firms for quality assurance and as an advisory panel. Any changes to the proposed team members during actual execution of the assignment shall not be permitted (barring exceptional circumstances if justifiable). eC2: Mexican Container Ports Market Study

Some cities achieve this better than others, but creating a city that works for all of its citizens can be a challenge for governments and communities alike.

Why? Let’s look at some numbers: Up to 1 billion people living in slums in the cities of the world are in need of better services; Cities consume 2/3 of the world’s energy and account for 70% of greenhouse gas emissions; 66 out of 100 people will live in cities by 2050, which tells us the global population is becoming increasingly urban.
